If those are not configured correctly, the DCDC should still turn on, but it may not be at the correct voltage and there may be some other performance/stability issues. Is your CLKIN signal running during this write, because the DCDC doesn't output anything until there is a CLKIN signal to the device. Can you verify the DCDC_EN write with a read and status register check after? There is some metrology code available on TI.com that interfaces with the AMC131M03. You can try looking at that code's configuration steps. You can find the metrology code in the MSPM0 SDK. This code can be accessed through code composer studio, which can be downloaded from ti.com.
