Hi Teach Me, I believe MSL level 2 allows the device to be out of moisture control for a year before being mounted. I am not sure why these devices were shipped without one or if it is standard to ship small volumes with out a bag or card. I suggest you contact the distributor directly for clarification of there shipping procedure. Thanks, paul
