Welcome to the forum! I'm sorry to here you are having issues. Make sure that the I2C jumpers are installed for JMP4 and JMP5, and all jumpers are installed for JMP1. See Figure 1 in the ADS1115EVM user's guide for default startup jumper configurations.
The ADS1015 and the ADS1115 share the same PCB, so we have an EEPROM that is supposed to be programmed to identify the correct parts on the board. It is possible that either the EEPROM was not correctly programmed, or the board was mismarked. If you have a magnifying glass you can look at the device markings. If you send me the markings I can tell you which parts are on the board for sure.
In case the EVM was not properly programmed, it is possible to turn off the EEPROM verification. Unzip the attached file and copy the file to:
Program Files (x86)\ADCPro\plugins\evm\ADS1115
