Many factors can affect this including temperature, voltage, process parameters, ageing etc...
There is no way to determine this more accurately than 6%.
Potentially you could calibrate the counter by providing a known video source but this would need to be done intermittently to account for variations over time caused by temp/voltage/age etc...
