Not all evaluation modules are available as a kit with motherboard and software. Typically, the evaluation modules with motherboard and computer hardware have the “-PDK” termination.
I checked the ADS8519 product folder, and there isn’t a kit version available for it. This means there is not GUI/PC software for the ADS8519.
To start writing firmware, the 5-6K Interface Evaluation Module (http://www.ti.com/tool/5-6kinterface) can be coupled with a DSP or micro-controller development kit.
For PC GUI connectivity, it is possible to use a USB/SPI adapter to communicate with the ADC. These are some options:
